The Economic Citizenship Programme of Grenada - Citizenship and passport within approximately 3 months against a one-time contribution to the government. Benefits include a Commonwealth passport which allows visa-free travel to over 90 countries. Together with Dominica's this is a very good Economic Citizenship Programme.
